The review and updating
of Training Packages
provides one of the most
central and challenging roles for the Transport
and Logistics Skills
Council. Since the
introduction of Training
Packages in the late 90s
there has been a constant focus on ensuring that
Training Packages meet
current and emerging
industry training and
assessment needs.
Traditionally Training
Packages have been
updated and reviewed
through a three year
cycle of Continuous
Improvement. In effect
this meant that Skills
Councils and their former
national ITAB’s, would
enter into long cycles of
dialogue with industry with a view to bringing together
a wide raft of structural
and content changes at a
given time. Whilst this
process provided a
consistent timetable and
structure around the
Training Package review
process it had major
limitations in terms of the
timeliness of the process
and the degree to which
new
technologies and
regulatory changes could
be reflected in a Package.
Whilst technically changes
could be made to Training
Packages on an on-going
basis a mindset and
culture prevailed around
a three year review and
rebuild cycle.
In more recent times
significant effort has been
made to develop new
national Training Package
review processes that will
facilitate a more responsive
Continuous Improvement
process. This work has led
to the design of new DEST
policies and procedures in
this area which will come into effect in January 2008.
These new arrangements will
support more rapid
changes to the Training
Packages review process and will
be particularly beneficially
where regulatory and new
technology changes need
to be quickly reflected in
Training Packages.
For the Transport and
Logistics Skills Council
preparations for the new
arrangements are currently being developed through
the building of our
Continuous Improvements
register for 2008.
The register is a prioritised
listing of all issues relating
to Transport and Logistics
Training Package updates
that need to be undertaken
in 2008.
Many of the existing issues
have been identified
through the most recent
Training Package review
with many others being
identified through direct
feedback from industry,
RTO’s, regulators and other
key stakeholders.
In December 2007 the
Continuous Improvements
register will be updated on
the Skills Council web site
and will take the place of
the existing review issues
that are posted at
http://www.tlisc.com.au

TRAINING PACKAGE UPDATE

Aviation Package (TDA03) |
Aviation (TDA03) has recently
completed a Category 2 change
which created changes in
qualifications for Commercial and
Helicopter pilots. The Category 2
change has been endorsed by the
NQC and State Ministers and has been provided to TVET and the
NTIS for distribution.

The revised and endorsed Maritime Training Package is

Transport & Logistics Package (TLI07)
|
The Training Package is now available and can be downloaded from the NTIS or click here to purchase from TVET Australia.
A category 2 change to the Training Package is in development which includes a proposed national qualification for Driving Instructors.
This proposed qualification is currently with the NQC for endorsement.

NEW T&L PATHWAYS CHART

The latest version of the T&L career pathways chart is now available. The chart is aimed at giving students an idea of the types of jobs, pathways and qualifications that are available in T&L. An electronic version is now available on our website for download and hardcopies are also available from our office.
A wide range of T&L career information now exists and feedback on the resources has been positive. Via the Career Advice Australia (CAA) network, Regional Industry Career Advisors (RICA's) scattered throughout Australia work closely with the Skills Council's CAA representative, David Forbes.
Together, we endeavour to ensure young Australians have improved access to quality information on career opportunities in T&L and to assist industry address skill needs, and when possible engage industry in young people's career development.
Australia wide there are examples of industry getting involved in a wide range of school related activities such as:- employing School-based trainees, speaking at local schools, conducting tours for students, site visits for career teachers, industry tours for Regional Industry Career Advisors etc.
The benefits of these types of activities are powerful, with students gaining a greater understanding of T&L by seeing or hearing about the industry and the company firsthand, allowing them to make informed decisions about their futures and exposing them to what opportunities are available in T&L. Also, career practitioners gain a greater insight into organisations the industry, see the size of T&L and all the possibilities that exist now and into the future. With T&L Australian school-based apprenticeships on the rise (over 100% increase in the last 12 months), several employers now understand the benefits of the program and indications suggest that participation will continue to grow.

TRANSITION ARRANGEMENTS FOR TDT02 to TLI07

Victoria
Victorian RTOs will find the transition advice in the Victorian Purchasing Guide for TLI07.
This Guide will have the transition details, nominal hours and details about the availability of traineeships in Victoria. This guide will be available soon on the Training Support Network at the following website http://trainingsupport.otte.vic.gov.au/
Tasmania
A transition period applies to traineeships from the TDT02 to TLI07 packages.
Traineeships for both packages are available for 6 months after implementing of the TLI07 package.

Western Australia
WA has the Curriculum Support Services Network [CSSN] which provides advice and support to RTOs on a wide range of curriculum issues.

Transition from an old Training Package to a new one is facilitated through a number of strategies including an Impact Statement, Purchasing Guide and workshops to assist with implementation. Information is available on the VetinfoNet website at http://www.vetinfonet.det.wa.edu.au/ .

South Australia
RTOs need to submit an Amendment to Scope. The form is available at http://www.training.sa.gov.au/.
Once received by Quality Directorate the auditor assigned will contact the RTO to discuss evidence required to be submitted for the audit.
A site audit or desk based audit only may be conducted depending upon the risk rating for the RTO.
