PROJECT STAGES Development of Maritime Training Resources The Maritime Training Package (TDM07) is competency based meaning that the delivery of training and assessment must fully integrate both formal or ‘classroom' learning and on-vessel experience. This project seeks to support the integration of these two components. Maritime trainees undertake on-shore training with an RTO, plus on-vessel experience or sea service during which specific activities must be completed to demonstrate the attainment of the skills and knowledge as required by Marine Orders. During sea service, trainees must compile a record of the specific activities required by the regulator. Supervisors of trainee seafarers are expected to assist the trainee and to attest that the required tasks have been satisfactorily completed; however they may not have been trained for this responsibility. The ship is effectively a remote learning centre which provides the added challenge for the trainee to achieve competency without access and guidance from the RTO trainer/assessor, except when undertaking shore-based blocks of training. Following the completion of the prescribed sea service and the award of the VET qualification, the trainees must undertake a further assessment by the regulator before certification under the Marine Orders. This can be challenging for the trainees who have undertaken most of their learning in remote locations. The key outcome for the project is a package of integrated learning resources for use by trainees, plus guides for use by trainers and the on-vessel supervisors of trainee seafarers. The resources to be developed include: Learning Resources Trainer Guides The Skills Council will contract the development work for the project to an organisation with relevant knowledge and experience and demonstrated capacity to undertake the project.
